Requirements and exemptions
Exemptions from the Swedish citizenship test.

Not every applicant for Swedish citizenship has to take a citizenship test. This guide separates true exemptions from accepted education evidence and individual cases that only the Swedish Migration Agency can decide.
Öva Medborgarskap is independent study material. It is not affiliated with UHR, Migrationsverket, Skolverket, or the Swedish state.
Who normally has to demonstrate knowledge?
The Swedish Migration Agency states that the knowledge requirements normally apply from age 16 through 66. There is one requirement for Swedish-language knowledge and another for basic knowledge of Swedish society. The two parts must be checked separately.
A requirement does not always mean that a new test is necessary. Accepted grades or other listed education can sometimes demonstrate the knowledge directly. The Swedish Migration Agency decides whether the documents in an individual case are sufficient.
Routes where the requirement works differently
The Swedish Migration Agency describes special rules for groups including stateless people born in Sweden who submit a notification before age 21 and Nordic citizens using the notification route. These rules depend on the legal route to citizenship, not only on age or nationality.
First identify whether the case is an application or a notification. A rule written for one route should not be assumed to cover another route unless the Agency says so.
Disability and other individual reasons
An exemption may be possible when a disability or other personal circumstances make it unreasonable or impossible to satisfy the knowledge requirement. This is an individual assessment, not an automatic exemption for everyone with a diagnosis or difficulty.
Follow the current Swedish Migration Agency instructions and provide the documents it requests. A practice website cannot assess whether medical evidence or another explanation meets the legal test.
Accepted evidence is not the same as an exemption
An accepted qualification can satisfy part of the knowledge requirement without removing the requirement itself. For Swedish, the Agency lists routes such as an approved SFI grade and specified school, adult-education or language qualifications.
Knowledge of society has a separate list of accepted qualifications, including certain social studies or civic-orientation courses at stated levels. A language certificate therefore does not automatically prove knowledge of Swedish society.
How to check your position
- Confirm whether you are applying or using a notification route.
- Compare your age with the current age rule.
- Separate evidence of Swedish from evidence of knowledge about society.
- Check the exact course, grade, issuer and document accepted by the Agency.
- Rely on the Agency decision, not a study provider or online eligibility quiz.
Common questions
Does everyone aged 16 to 66 have to take the citizenship test?
No. The knowledge requirements normally apply in that age range, but accepted education may satisfy them and exemptions can apply. The Swedish Migration Agency decides each case.
Is SFI D an exemption?
Not in the strict sense. An approved SFI grade may be accepted evidence of Swedish-language knowledge. Knowledge of society is assessed separately.
Can Öva Medborgarskap decide whether I am exempt?
No. Öva Medborgarskap is independent study material. Only the Swedish Migration Agency can assess your evidence and decide what applies.
