Who creates and runs the Swedish citizenship test?

Several public bodies appear in information about the citizenship test, but their jobs differ. UHR develops and runs the test. The Swedish Migration Agency handles the citizenship case. Practice websites are not authorities.

Parliament and government set the framework
The knowledge requirements are grounded in laws and regulations. The Swedish Parliament passes legislation, while the government can issue regulations and assign work to public authorities within that framework.
An authority page can therefore explain how rules operate without that authority having created the entire reform alone. For legal questions, current rules and the Swedish Migration Agency's assessment outweigh summaries on private sites.
UHR develops, administers and marks the test
The Swedish Council for Higher Education, known as UHR, is responsible for developing and administering the citizenship test. UHR publishes official information about content, format, registration, test day and results.
UHR marks the test and reports the result to the Swedish Migration Agency. For test dates, locations, question format and practical rules, UHR is the primary source.
The Swedish Migration Agency decides the citizenship case
The Swedish Migration Agency handles applications and notifications for Swedish citizenship. It assesses whether the knowledge requirements apply, whether education evidence is accepted and whether grounds for an exemption exist.
The Agency also determines who is directed to the test. A result is evidence in the citizenship process; UHR does not grant citizenship, and a private practice website cannot assess entitlement to citizenship.
What an independent practice site can and cannot do
